As the custodian of the National Population Register (NPR) in the Republic of South Africa, the Department of Home Affairs (DHA) is charged with the responsibility of providing secure, effective, and easily accessible services and documents for citizens and authorized residents. This entails the routine upkeep of the National Population Register (NPR), which includes the administration of paper records of births, marriages, and deaths as well as identity documents.

The Department has more than 350 million paper records, both active and inactive. It was decided to give birth, marriage, and amendment records priority for digitization.

Records in the identified category date as far back as 1895, necessitating care and trustworthy systems that can withstand digitization efforts. The majority of inactive records are copies of historical civil registration records that are manuscript-formatted and urgently require restoration, preservation, and reconstruction.

In order to make handling and storage of all such related records easier, the Department plans to digitize all hard copy records and convert them to electronic format. The project to digitize all of the city’s civic records has been commissioned; its main goal is to enable the best realization of its core mandate and, as a result, make records easily accessible for service delivery.

The secondary goal aims to improve young people’s employability and contribute to their empowerment.

By hiring unemployed youth on a fixed-term contract basis to help with the digitization of its civic records, the DHA hopes to support the objectives of the Presidential Youth Employment Initiative (PYEI) that include creating jobs and strategic priorities for young people.
