The Higher Education Students’ Loans Board (HESLB) is an organization created by Act No. 9 of 2004 (as amended in 2007, 2014, and 2016) with the purpose of assisting deserving and needy Tanzanian students in obtaining loans and grants for higher education. Regarding the announcement of the Phase II list, Badru said it is scheduled to be released on Thursday, October 21, 2022 after completing the ongoing application analysis and urging loan applicants to visit their SIPA accounts to get information about their applications.

ELIGIBILITY | HESLB 2022-2023 – Needy Applicant

SHESLB Act and regulations provide for General Eligibility and Criteria for applicants seeking loans. NEEDY and ELIGIBLE applicants must apply for loans and/or grants to meet part or full costs of their education.

Needy Applicant

In addition to general eligibility, additional criteria define NEEDY applicant who is not above 35 years of age at the time of application, also must be/have a poor:-

  1. Orphan who has lost both parents or partial orphan who has lost one parent. An applicant has to produce a death certificate approved by RITA or ZCSRA or respective Embassies located in the United Republic of Tanzania (URT);
  2. Disabled student with disability shall have to complete and present a fully Self-Disability Form (SDF-1) to be approved by the District Medical Officer (DMO), Regional Medical Officer (RMO) or any designated medical expert with recognized affiliations.
  3. Parents with disability shall have to present a Parent Disability Form (PDF-2) to be approved by the District Medical Officer (DMO), Regional Medical Officer (RMO) or any designated medical expert with recognized affiliations.(Check Majina 2022 HESLB Loan phase 3)
  4. From lower income household and/or marginalized community whose secondary school or diploma education
    was partially or fully sponsored or supported by recognized institutions, and/or a community group, and individual(s), who can present evidence of such support.
  5. All applicants under this sponsorship category, will have to ask their respective sponsors to fill a Standard Corporate Sponsorship Form (SCSF-3) which shall be downloaded from HESLB website and upload it along with other attachments in the application forms. All SCSF-3 will have to be authenticated by a dully approved signatory and owner of the respective organization.
  6. From lower income household and/or marginalized community, which is under Special Economic Support Programs such as Tanzania Social Action Fund (TASAF). They should provide the program beneficiary’s number and attach TASAF ID.

 

The launch of the HESLB’s digital credit return system

A digital system that enables employers to submit deductions and lists of their beneficiaries’ employees online from any location has been officially launched by the Higher Education Student Loan Board (HESLB).

HESLB CEO Abdul-Razaq Badru announced the system’s launch in Dodoma (Friday, June 10, 2022). He said it had been in pilot form since 2019/2020 and was now complete, allowing employers and loan recipients to easily recoup their costs.

“The employer used to have to leave his office and travel to HESLB to make payments, but now he can submit a list of beneficiaries, including his employees, and deductions from wherever he is using our system,” he said. “He joins our system through our website (www.heslb.go.tz).” Abdul-Razaq Badru, the CEO.

Badru, who gave the system its official debut on Friday, June 10, 2022 in Dodoma, claims that the system also makes it possible for individual beneficiaries to access credit information and repayment policies via the HESLB website.

A representative of Young Jai Primary School in Dodoma, Ms. Young Mi Cha, commented on her experience using the system and advised HESLB to make improvements so that employers can determine whether new hires have benefited from student loans for higher education.

Despite the system’s benefits, Ms. Young said, “New hires sometimes cheat, so I suggest it be improved so that the employer can identify the new hire as a HESLB beneficiary or not without asking or bringing your name to you for review beforehand.”

The Higher Education Support Loan Board (HESLB) was created in 2005 with the dual purpose of disbursing loans to deserving students enrolled in educational institutions and collecting mature loans from higher education loan recipients from the years 1994–1995.
